EUROPEAN Russia is mainly a great plain, the average elevation of which is only 600 feet above sea level and the maximum elevation less than 1,200 feet (Figure 1) . The main divide between the Arctic ocean and the Black sea and Caspian sea is an indistinguishable topographic feature from which the Dneiper and Don rivers flow southward to the Black sea and the Volga river to the Caspian.
