Robert Elver Mineral Economics Award - Description
The Robert Elver Mineral Economics Award was created in 1981, at the request of the Mineral Economics Committee. It is awarded to a member of the Institute in good standing who has made a significant contribution in the mineral economics field in Canada.

Keith N. SpenceToronto, ON
"In recognition of his role in the development of Canadian Standards and Guidelines for Valuation of Mineral Properties and his contributions to Canadian mineral economics.
Keith N. Spence has 15 years’ experience as a corporate and investment banker, having held senior positions in mining finance and project finance at RBC Capital Markets, BMO Capital Markets and Export Development Canada. He has been involved in several international mine financings, including gold, copper, base metals and other minerals in Canada, Latin America, Asia, Africa and China.
Spence is currently president of Global Mining Capital Corporation, a resource investment company with a focus on China. He was previously president of Alliance Pacific Resources Inc., a Toronto Stock Exchange company with projects in western China.
Spence is co-chair of the CIM Special Committee on Valuation of Mineral Properties and has written, published and presented papers around the world on the valuation of mineral properties. In 2007, he was responsible for establishing, on behalf of CIM, an agreement on mineral property valuation with China.
He sits on the Advisory Board of China Mining in Beijing, the Board of Directors of PDAC and is chairman of the CIM Management and Economics Society. Spence was a CIM Distinguished Lecturer in 2003-04 and was awarded a CIM Fellowship in 2003.
Spence has a B.Sc. (Hons) in geology with geophysics, and an MBA, both from the University of Western Ontario.

Bill Roscoe is a principal geologist with Scott Wilson Mining and president of Scott Wilson Roscoe Postle Associates Inc. He was a founding partner of the predecessor company, Roscoe Postle Associates Inc., in 1985. Among the services he provides are mineral resource estimation and valuation of mineral properties. Previously, he was a senior associate with David S. Robertson & Associates.
From 1988 to 1990, Roscoe was a member of the Queen’s University Advisory Council for Engineering. He is currently an adjunct professor at the Lassonde Mineral Institute, University of Toronto, where he lectures in resource and reserve estimation. He is also co-chair of the CIM Special Committee on Valuation of Mineral Properties.
Roscoe has a B.Sc.(Eng.) from Queen’s University and M.Sc. and Ph.D. degrees in geological sciences from McGill University. He is registered as a Professional Engineer in Ontario and British Columbia. Roscoe is a CIM Fellow and has been a CIM member for over 40 years. He has published extensively on the valuation of mineral properties, mineral resources and reserves, and on economic geology.
