Born and raised in Ottawa, Ontario, Tom Schroeter received a B.Sc. in geology from Carleton University in 1969 and an M.Sc. in geology from the University of Western Ontario in 1971. During the summers between 1966 and 1971, he worked for the Geological Survey of Canada and mining companies across Canada. After a couple of years with Amoco Canada Petroleum (Minerals Division) in Vancouver, in 1973 he joined the British Columbia Ministry of Energy, Mines and Petroleum Resources as district geologist for the northwestern part of the province, based in Smithers. In 1986 he moved to Vancouver to assume his current position as senior regional geologist in a newly established office.

In 1998 the office was given the name Mineral Development Office, with a mandate to stimulate and promote exploration and development in the province. He has authored and co-authored many scientific and overview reports on the geology and mineral deposits of British Columbia. He is a member of the Association of Professional Engineers and Geoscientists of BC, the Geological Association of Canada, CIM, and the Society of Economic Geologists. He is also a director of the Vancouver Mining Exploration Group.
