Central Publications Committee
Terms of Reference
Function
The Central Publications Committee shall be responsible for the general direction and coordination of all of the publications, both printed and electronic, of the Institute.
Directly and through special committees appointed by Council of the Institute, or by the Society or Division concerned, the Central Publications Committee shall exert control and guidance to maintain publication policies that are in keeping with the by-laws and policies of the Institute, as formulated by its Council. "All" technical publications will include the CIM Bulletin, the Canadian Metallurgical Quarterly (CMQ), the Journal of Canadian Petroleum Technology (JCPT), the Exploration and Mining Geology (EMG) journal, the Institutes website, and such other periodical publications, special volumes, proceedings and membership directories as Council may from time to time decide to issue in either printed or electronic format.
Relationship
The Central Publications Committee reports and makes recommendations to Council, through its chairperson, who is an appointed member of Council.
Composition
The Central Publications Committee shall consist of a Chairperson appointed by Council, the Finance Chair, or his or her delegate, who will serve as Vice-Chair of the Committee, a secretary designated by the Executive Director of the CIM, the Chairs of the CIM Bulletin, Special Volumes, and Public Affairs Committees, a representative of each of the Institute's major publications (CIM Bulletin, JCPT, CMQ, EMG, CIM website), and the Editor of the CIM Bulletin, the Institutes Executive Director, and the Director of Communications, all ex-officio. All members of the Committee shall be National Members of the Institute.
Voting Privileges
Periodically, there may be joint meetings of the Central Publications and CIM Bulletin Committees, with other members of the staff of the Institute attending. On such occasions, the members of both Committees shall be accorded voting privileges. The members of the CIM staff attending shall be ex-officio and without vote.
Responsibilities
- The Central Publications Committee shall exert control and guidance to maintain publication policies that are in keeping with the by-laws (appended) and policies of the Institute in respect of its publications.
- The Central Publications Committee will review all publications and make recommendations regarding the number of pages, the frequency of publication and other issues related to the production, content and calibre, and the possible means of financing.
- The Central Publications Committee will ensure that all of the Institutes Committees for its publications, working in collaboration with the National Office, will prepare annual reports which will include:
(a) revenue and expenditure forecasts, and budgets for all phases of operations.
(b) advertising revenue and expenditure forecasts.
- The Central Publications Committee will ensure that all of the Institutes Committees in respect of publications shall maintain standards of quality, accuracy, competence, credibility and integrity in everything that CIM publishes in every form. It shall monitor the functioning of the Institutes Peer Review process.
- The Central Publications Committee will ensure that the CIM Bulletin, the JCPT, CMQ and EMG Committees regularly review their Terms of Reference, and update these as required.
- The Central Publications Committee will meet at least twice annually and report to CIM Council.
- The Central Publications Committee will ensure that all technical publication Committees practice good financial management.
- The Central Publications Committee shall ensure that the Minutes of its meetings are distributed to all who are stakeholders in the publications of the CIM.
